§ 90-1. Railroads blocking streets, thoroughfares.

  • (a)

    It shall be unlawful for any railroad to block or obstruct traffic on any street or thoroughfare of the city for a period of time in excess of 15 minutes. This section shall be construed so as to best serve the interests of the people in their ease of access to other cities and in the speedy transit of emergency vehicles.

    (b)

    It shall be unlawful for any person operating any railroad locomotive or car to allow it to obstruct any street crossing in the city for a longer period of time than 15 minutes.
