§ 26-1. Findings.

From time to time conditions of extreme peril to the safety of persons and property will arise within the city caused by fire, flood, storm, epidemic, earthquake, drought, energy shortage, war or other matters of public calamity warranting and necessitating the proclamation of the existence of a local emergency.
