§ 3. Civil Service System.

All employees of the City as herein defined shall be subject to the civil service rules and regulations prescribed in or promulgated pursuant to this act. Present employees and those who may hereafter be employed shall remain in their respective employments during good behavior, efficiency, and obedience to such rules and regulations as may, from time to time, be prescribed by the board. The board may by rules prescribe a retirement age for all employees. Nothing herein contained shall be construed to prevent or preclude the removal of an employee for cause in the manner hereinafter provided, and no present employee shall be subject to any examination in order to hold his present position.
